Introduction and Acknowledgements
Pelpark would like to thank Pelham Mayor Edward Hotchkiss, Trustee Adam Weinstein and the individual members of the Architectural Review and Planning Boards who informally met with us and shared their ideas, comments and suggestions, which have been incorporated into our declaration. We appreciate their time, effort and dedication to improving downtown Pelham and look forward to their further input and input from the community as this project moves forward.
The concept and general design of Pelpark’s proposal developed during a series of informal meetings with several members of the Village Board of Trustees who met with Pelpark to explore ways to enhance the Village’s downtown and to increase Village parking in order to make the Village more vibrant and to increase Village revenues.
The best way to accomplish these goals was to look at Pelpark’s privately owned lots along with the abutting Village-owned land that currently is used for commuter parking and for the Village’s Public Works yard.
By analyzing the overall site, it was possible to develop a comprehensive design that provided more possibilities and benefits than otherwise would have been possible with separate designs for Pelpark’s land and for the Village-owned land.
The design goal expressed by the Village at these informal meetings was for the Village to increase its parking capacity from 62 parking spaces to 130 parking spaces.
Pelpark’s design meets this goal. The design features an exchange of rights which permits Village parking on portions of Pelpark’s privately owned land and allows Pelpark to build above Village-owned land. In addition, Pelpark would permit a pedestrian right of way across its property so that commuters and others using Village parking may walk through Pelpark out onto Wolfs Lane instead of walking out onto Sparks Avenue near Village Hall.
In addition, the Village has been planning a new Village Yard facility. The Village provided Pelpark with sketches showing where the Village intended to locate its new garage and storage facilities. Relying upon those sketches, Pelpark’s architect incorporated the location of these Village facilities into Pelpark’s design.
